Should be able to gain access via http://corsnet.lpma.nsw.gov.au/ but

I've seen a thread about using 2 Openmoko Freerunners (one base
station, one roaming) to get extra accuracy
There's a demo using a beagleboard with a u-blox LEA-T4 module (~$200)

about that demo has a list of other modules that provide enough raw
