If they didn't try to fix the issue, they'd be breaking the law. So of course they try to fix the issue.

The concern is how do you with the loss of that money in the meantime. How does the person who sold something to the credit card fraudster cope with their loss? Sure, they can claim it as a loss on their profit/loss statement, but enough losses end up driving a business out of business.

It's not just about YOU. It's about everyone who used that money in the time between the fraud occurring and the money being charged back by the credit card company gets stung too.
