We use quest authentication services, formerly known as vintella
authentication services or vas. Pretty sure it ticks all your boxes,
definitely sudo, and group a can login host x. Don't know about rhel4. We
use mostly with Solaris, some rhel. In a purely Linux and Windows shop I
think you could get the same effects for the cost of enough tinkering, but
vas has been easy and worked very well for us.
