They're public servants, not scientists, and certainly not trained in drawing conclusions from available facts.  Thus the goal is that Microsoft Office is the standard, the table provides the evidence that this is the correct choice (i.e.: start with the end in mind, work towards your goals).

They draw facts to their conclusions, not conclusions from their facts.  They find ways to make the decision right, not ways to make the right decision.
