Probably that at the beginning of December there are only 7 IPv4 /8s
left for IANA to allocate to the RIRs (like APNIC). And when the next
two are allocated, the last 5 are allocated at the same time.

As far as unallocated IPv4 address space goes, it's just about gone.
Another month or two.

It'll take a while for the RIRs to allocate addresses out to member
organisations (e.g. ISPs), and some (not all) ISPs have reasonable
stock of IPv4 addresses already but the well is almost dry.

Organisations with Internet-facing systems need to be turning on IPv6,
well, yesterday.
