Matt, and all,

I found that putting my device in "flight mode" very effectively stopped
it bleating to the world. No rooting needed. 

In any case, look at the 'minimum' charge-out that your plan imposes.
Some 'charge' 1MB even if you are only using about 1kB of download (that
might be the basis of Warren's "... Vodafone's dishonest data
tallying".)
