Possibly "Network Access Protection" 
(http://en.wikipedia.org/wiki/Network_Access_Protection)?

Its based on the clients assessment so fibbing to the server about that fully 
up-to-date antivirus software install, with the right  X.509 certificate 
wrapping, might be do-able.
