I think it should be logged as a bug, as I believe the issue is the same one 
that I experienced while living in Queensland's Wide Bay area when trying to 
tune SBS.  Sometime around MythTV version 0.20 the ability to tune SBS was 
lost, I assume that it is still an issue, but luckily I moved to the 
Tuggeranong area and can tune all stations.

Essentially that was a long winded way of saying that I believe it affects more 
than just Canberra MythTV users.

Note I do not use Zarlink tuners, most of mine are Twinhan I believe.
