The length of time has been extended a few times.  There is no real
reason behind it except that it gives corporations like Disney more
money for doing exactly nothing.

The PD stories thing was that some of Disney's stories are based upon
folklore or stories writen by others many years ago.  They took someones
work and built upon it, but then got the laws changed so you couldn't do
the same thing to them.
