Just tried this above URL with vlc. To be explicit: from the GUI file -> 
Open Network paste URL in supplied field, click open.

 From the command line
$ /Applications/VLC.app/Contents/MacOS/VLC 
http://www.abc.net.au/canberra/includes/winstream.asx

works. (Though I'm on a Mac at the moment). I agree with Ivan it would 
appear to be a codec issue.
