Yeah, but … no, but … yeah… 

My perception is that TransACT is a TV+phone provider which happens to supply Internet access on the side.  It was only in the last couple of years that TransACT started selling Phone + Data services without pay TV bundled.

The NBN will be a data service that provides TV and phone on the side.
