Ummmm...
There are some serious assumptions in there.

 Very few people are going to get *symmetric* 100Mbps services.
 Telcos still think of massive centralised infrastructure.
 From what I've read, they're mostly implementing
  Passive Optical systems. More like cable-TV than LAN's.
 A single common 100Mbps downstream feed, with some sort of
  multiplexer to combine up-stream "bursts".
 Think mobile-phone architecture, but more limited.
 20-50 people share a single fibre.

The advantages for Telco's are *control* and connectivity.
The system and components are 'carrier-grade', ie. really high priced,
and not available to the general public.
System upgrade to higher rates is enormously expensive.
Plus those CPE transmitters are not commodity off-the-shelf. Very
special, very expensive.

I think it's actually cheaper and better to build commodity hardware
LAN's (like COTS), but I'm not in a position of influence...
