I've seen that too.  IEEE-USA appears, to me at least, to be pretty much
separate from IEEE.  It acts more like a union than a technical
institution.

I wasn't thinking of leaving IEEE over it, though I was dismayed at
IEEE-USA.  The problem is, what then to do?
