Have a look at mysource matrix (squiz). AGIMO were pushing it a few years
back
http://www.finance.gov.au/publications/agimo/ict-infrastructure/index.html
and is available under GPL. http://www.squiz.net.au/mysource-matrix-cms
A number of government departments took it up as a result.

commercial end of OSS there's http://www.squiz.net/
There are other options out there as well the two options just mentioned
are php. There's also perl, python, and other language based options as
well. Do you have a clear set of requirements at the moment?
