To elaborate on Alex's answer...
When sending, the SMTP server checks to see you are on a friendly IP
address. If your IP address does not match, it will give you the relay
access denied error. Change your SMTP setting to match the ISP you are
connecting through, and the problem will resolve.
Some ISPs allow Authenticated SMTP, but with recent changes in the methods
used by spammers, this is reducing.
I believe Bigpond, for example, have recently changed so that if you are
connected through Bigpond, Auth SMTP will not function, even if your ISP
does allow it (or at least, that was their situation in the early part of
2009)
