Maybe put all the recipes into an existing recipe database and push the
elements through Latex to create print copies?

A bit of Googling and I find a "REML" (Recipe Exchange Markup Language)
& RecipeML & others. Perhaps any non-dreadful recipe database supporting
this sort of standard can have a bit of Latex or Python in Scribus
bolted on to achieve both ends? I wonder how much traction these
standards have?

Caveat: I don't consider writing a bit of Latex for print output to be
"dreadful". You'd be able to create press ready output (and send your
recipes to recognised scientific journals).

I'm surprised Google hasn't pounced on this. "Google Grub".
