Yes, that's it.
Configure Desktop : Keyboard and mouse : Global Keyboard Shortcuts
Pull down KDE component to  "khotkeys"
Found:  Go to KDE website  > E

Set it back to Default: None and sanity returns.

Well almost.

Now when I type a command the cursor/insertion point doesn't move
  to keep ahead but sits on ALL the letters of the word I've typed.
So I have to type <right arrow> before tab completion works.

Sigh.
If Linux doesn't implement a WTF* button soon, it's going to loose me

PS: It could also be implemented as a WC chain.
  As in "What Changed", and you pull it to make things go away.
