Just a guess, but probably because Mac OS X does it.

Why does Mac OS X do it? (Again just a guess) because sometimes you
hit the wrong menu item and it's nice to have a cancel option, but for
those who just want to hit shutdown and walk away you still can, it'll
just sit there counting down for 60 seconds.
