Interesting discussion. I've nothing concrete to offer only an
observation...

As a IT contractor in Canberra, I've seen a lot of departments and
organisations that need this kind of search but very few that have actually
solved the problem - none in fact.

Record management and archiving policies see to  drive most  organisations
toward commercial document management  products such as TRIM or Objective.
And then they start complaining, "we can get our documents into the DMS but
cannot seem to find them again".  I'd like a $1 for everytime I've heard
this.

The broader problem of searching content across all storage technologies
(not just the DMS) seems to be grossly overlooked in this town. It's odd
given the nature of government enterprises. Then again, maybe I don't get
out enough!!
