A new development in this area is Titanium Developer

http://www.appcelerator.com/

It allows you to design/build apps for the browser as well as mobile
(iPhone/Android) just using HTML, JS and CSS (and their cross-platform
libraries).  It's early days for this tool but probably worth a look.
