One of the simplest things to be done is an administrative matter.

Does the ACT Govt. have a policy + guidelines for placing
software/systems *into* the public domain?
There are no good arguments *against* it.


When that's in place, there is the US Public Money stance [why we have
Perl amongst other things]:

	"If it was funded (developed) with public money, it belongs to the
*public* not to 'us'."


That change in thinking is quite large - don't think it would take
quickly :-/
