Why is the Government wasting time trying to implement mandatory  
filtering, when those people who want to avoid accidentally being  
exposed to this material can opt to subscribe to an ISP participating  
in the industry-supported Family Friendly ISP programme[1]?

The work has already been done, there are ISPs already offering ISP- 
level filtering. There is no need for the Government to burden the  
rest of us with their "save the children at any price" web filtering  
policy. The only other countries that have mandatory filtering are:
  - China
  - Iran
  - Singapore (a token list of 100 sites just to show that the  
Government has power to do so)

Sen. Conroy talks about Canada and the UK having mandatory filtering  
when in fact they only have Government subsidised ISP-level filtering  
for those who want it. Their systems are more like the Liberal party's  
NetAlert project, or the Internet Industry Association's existing  
"Family Friendly ISP" programme[1].
