Normally you wouldn't ping the modem but the router or PC behind it.
Do you know the IP address that your friend is getting from Telstra?

Could also be that Telstra block ICMP (ping) packets coming in as they
are not normally up to any good going out to an ADSL customer, unless
said customer has a static IP address.

If your friends PC or router has, eg., an SSH server running on it,
then you could try telnet'ing to port 22 of her IP address and see if
TCP packets can get through on that port.
