What compulsion would there be for future vendors to comply with the  
terms of the GPL, if the only punishment was to come into compliance  
after you've been tapped on the shoulder?

Companies need to be shown that the cost for failing to comply is  
higher than the cost of compliance. Crime & punishment is one of the  
first & most essential stages of moral development.
