Then, mission accomplished, he stands with a group of people  
including Ned Kelly, the Wicked Witch of the West & Count Dracula.   
The figure on the right appears to be an American tourist.  The horror!

As for the 2002 reference, that seems to be about the time that  
phishing really started picking up speed - especially eBay phishing.
