I'd say my route is a 2m patch lead to Telstra's network facility (POTS
copper pair).

Which is somewhat poorly worded IMHO. Sounds like they are more
interested in taxing people for easement entitlements (laying a
pipe/cable) than taxing the data/commodity flowing through the
pipe/cable.

Not sure if you  have checked your Internet accounts yet, but we have a
new tax.
So I guess the web is still free as long as you can afford the
increasing fees:( I for one will be chasing this thin edge of the wedge
a bit further.
