AFAIK, the controller chip decides if the link light is going to be lit
and the OS/driver don't get much of a look into it. This suggests it is
a mechanical issue: dry solder, dodgey controller. This is supported by
outages being random and getting longer and more frequent.

Something else to try might be to force it as 10 Mbit in case the issue
is a physical defect with one of the lines used in 100/1000 links. Not
that it'll tell you anything really useful in solving the problem.

Have you tried jiggling the cable around in the socket to see if you can
make the link light appear/disappear?

How about cooling the controller chip if it's a heat related fault?
