My current desktop I bought for quiet.

Passively cooled video card.
Passively cooled chipset.
Passively cooled power supply.
Passively cooled CPU (Athlon 3800)
Sonata-II case with the rubber grommets.
Overall, there's one fan in the entire system - that's the large case fan.

It's worked out for me very well, overall.

My current plan is to move this machine to be a home-theatre PC when I get 
my next desktop.

Also note that there are other "quieting" kits for various cases, 
including the Sonata-II.  I /believe/ they consist of foam-rubber inserts.
