I am having problems with packages not removing their config files 
during the dist-upgrade.  Case in point: dapper/udev has rules in 
/etc/udev/rules.d/85-hdparm.rules and etch/udev has the same in 
/etc/udev/hdparm.rules.  Upgrading from dapper to etch leaves the 
85-hdparm.rules file.

Is this policy for package upgrades?  I realise that for *removing* 
packages Debian tends to leave the config files there, unless you 
--purge.  What's the best way to handle this as part of an upgrade?
