Of the two suggestions, stow and making your own package is the go.
I used to use stow a lot, back in Ye Olde days when nothing was packaged
and, perhaps I was not even in Debian then.

It depends on what you know. I can make .deb packages in my sleep so I
would use that.

Try to follow the FSSTND or FHS or whatever the rules for where files go
is called now.
