To me the actual readings look just fine.  It's the settings for what's
reasonable that are completely bonkers.  I can't remember where that's set,
but since your voltage readings are looking fine it's less of an issue.

As far as the CPU fan and so forth go, have you checked whether these are
plugged into the motherboard, or are they powered from cables directly from
the power supply?  If so, then that would explain your RPM readings.
