Thanks a lot everyone for your very helpful responses & links.  I acted on a
lot of what I read.

The question is of course inspired by a real situation but actually I
personally don't expect this person to do anything malicious, I would simply
like to be able to tell management that I have ensured as much security as
possible given the resources available to us.
