Yes, you're right - a HOWTO is a good idea. But it's a string without
bound...
The place you'd expect this sort of discussion and documentation would
be a System Admin group - like SAGE-AU or USENIX/SAGE. SAGE have a good
'short topic' booklet on "Security", which roughly covers this.
