Hmmm.  That's a strange one.

I thought that 192.168.x.x land was supposed to be a private address  
range and not Internet routable.  From here 192.168.0.3 resolves to  
www.irun.net.au using 203.56.186.7 (at Netspeed), 150.203.1.10 (at  
ANU) or 203.14.168.3 (at iiNet).

On the other hand 192.168.0.3, not surprisingly, does not respond  
when pinged etc.
