Off-shoring tech support means all your account details are going
into a database maintained by people in a country where it is not
illegal to sell those details (including credit card numbers, bank
account numbers, whatever else is in the database).

This is not a scary hypothetical situation - it is something that has
already happened (http://www.abc.net.au/news/newsitems/200508/
s1437366.htm)

Don't trust off-shored services: they are not bound to the same laws
we are. The most that can happen is that the company hiring the
offshore services can terminate the contract. At least in Australia
the thieves can face court and have a criminal record against their
name.
