I think she's just being unimaginative. Elsewhere in the world ADSL and
cable are becoming interchangable (you can get phone+internet+tv
through either). For that you need a lot of speed, especially if you
want to watch more than one channel at a time (hardly unusual with hard
disk recorders).

It's a pity cable never got very far in Australia. In Holland, where
94% of the population can get cable, cable providers have been offering
high-speed download for years so ADSL has been trying to catch up.
Capping at 1.5Mb would having been insane, they would have driven
themselves out of the market. That dynamic never existed in Australia.
