There are a pile of open source mapping tools available from

http://www.maptools.org/

For example, with MapServer + ka-map (http://ka-map.maptools.org) and some
data from Geoscience Australia, you can put together a Google Maps-style
interface on your Apache web server.

We're messing around with ka-map here at Geoscience Australia, and we use
MapServer for rendering our maps for display in the web browser.
