Sorry, can't answer for policy, but on my Debian box, the BIND config 
files are in /etc/bind, and the zone files (which I assume it considers 
to be cached or dynamic, even for zome master files) are in 
/var/cache/bind.  This is set with the "directory" option in 
/etc/bind/named.conf.options file

I don't use chroot though.
