GPL Section 3 is pretty clear and easy to understand, even for a layman
such as myself.

Section 3a says you can just give them the source with the binary;

Section 3b says you can make an offer, good for three years, to give them
the source code for cheap (for a charge no more than your cost of
physically performing source distribution) if they or anyone else asks for
it;

Section 3c says you can hand over the three-year source code offer you
got from whoever gave you the software, but only if your distribution is
non-commercial, and only if you got your binary under the conditions
stated in 3b.

You have to do at least one of 3a, 3b or 3c.
