I've found 'nvu' (the successor to netscape composer - www.nvu.com) to be
fairly reasonable for basic, wysiwyg web page design.

As long as the requirements aren't too complex, nvu might be a reasonable
option. It's apt-gettable if you're ubuntu/debian based. It should be
hanging around on some of the fedora repositories also.
