See this announcement on debian-devel-announce:


"Power at the Fort Collins Site will be shutdown Friday January 28th
 @ 5pm MST until midnight Sunday.  This will effect all machines
 currently hosted or up and running in Fort Collins."

people.debian.org is on the machine named gluck, which is apparently at
the affected site.
