Telstra have been doing it for years. Much of their network was switched by a well know manufacturer who also did some of its management.
A very senior execuative in that company told me, and others were present, that under Telstra's instruction the network was throttled. Part of the
reason was to encourage customers to migrate to high bandwidth products at hight costs, greater returns for Telstra !
That was not the only intersesting comment at this meeting.
