Wow... almost exactly what I wanted. Thanks for the pointer.

Now that I know to search for "automatic" and "network", I found
  - intuitively - Automatic IP configuration detection for laptops
  - waproamd - WLAN roaming daemon
  - whereami - Automatically reconfigure your (laptop) system for a new 
location
