An excellent suggestion from someone with time spent on ISP helpdesks:

Many email virus scanners work by setting up a POP proxy on the
local machine. When Outlook *thinks* it is POP-ing the server,
it is POP-ing the proxy (which then POPs the server). If the POP
proxy is borked, Outlook believes the server is borked and
reports as such.

Since I removed Norton's AV from the machine in question, and
the description fits really well with my observations, I suspect
they are right. Especially since the person in question said that
Norton's AV seemed to crop more often than other scanners.

So it seems my suspicions are confirmed. Luckily we are planning
to replace the desktops with a mix of Ubuntu Linux and Macintosh. :o)
