If you are just after a Webserver then you don't actually need a fixed IP.

I run both my web server and mail server on a ADSL service with a dynamic IP.  
Just run a fixed hostname which is registered with one of the Dynamic DNS 
sites such as dyndns.org. With this you can configure your IP address to be 
updated when ever it changes.

Almost as good as fixed IP!
