Its a pam configuration issue.  Look at:

	/etc/pam.d/crond
and
	/etc/pam.d/system-auth

It looks like system-auth is autogenerated by the authconfig utility.  I
dont have a fedora box near me so I cant see if the UID limit is a checkbox
in this tool but I guess it might be.
