[clug] hwclock hanging waiting for clock tick

I first suspected a battery fault, so I had the guy onsite unplug the
box and check the time came back, which it did.  I didn't check though
if the time advanced.  /proc/driver/rtc also reports the battery is ok,
so I don't think that's it.
