what do you mean by hardwired?

Normal keyboards should become DVORAK if you use the appropriate
keymaps. Then you can manually swap the keys around to your liking.

Or do you mean a DVORAK keyboard that internally swaps the scancodes to
pretend it's a QWERTY? This might help on broken OSes without keymap
support but even Windows has this.
