I am on debian and I see (apt-cache) no module-init-tools. However
I do have the package:

root at e7:/usr/local/src/linux# dpkg -l modutils
Desired=Unknown/Install/Remove/Purge/Hold
|
Status=Not/Installed/Config-files/Unpacked/Failed-config/Half-installed
|/ Err?=(none)/Hold/Reinst-required/X=both-problems (Status,Err:
uppercase=bad)
||/ Name           Version        Description
+++-==============-==============-============================================
ii modutils 2.4.15-1 Linux module utilities.

Changes says:
o  module-init-tools      0.9.9                   # depmod -V

root at e7:/usr/local/src/linux# depmod -V
depmod version 2.4.19

I now upgraded to depmod version 2.4.25 (built from source) and
this does not improve the situation.

So, maybe there is another Debian package I need?
