Neither could I, so I am currently with Netspeed.

Netspeed also offer fixed IP's (standard under commercial plans, a bit extra 
under domestic plans).  Free downloads between midnight and 7am.

I have had little reason to call their helpdesk.  From memory, it was a little 
worse than the old Webone, but way better than Iinet (new Webone).

I hope that things improve over time with Iinet, since work still has around 6 
months remaining on the pre-paid contract [which seemed like a good idea at 
the time :-(  ].
